Allows the user to alter the weather. One use of this ability can turn calm weather into a mild wind, and a mild wind into severe gusts, or it can turn sun into clouds or clouds into storms or vice-versa. A single use of this ability can only alter the weather one "step" in any given direction, but multiple uses over time can gradually force the weather to more extreme states. Severe weather patterns, such as hurricane-force winds, tornadoes, droughts, or blizzards, require a mana cost one step greater and are only possible if the weather is already one step away (thunderstorms, gale-force winds, sunny dry heat, or snowstorms).
