Please go into detail on how exactly its causing the techniques to do "splash" damage especially since some techniques would easily not make sense doing splash damage.

Splash damage is the general term for when you deal damage to one target and that damage is also spread to other targets close by. I worded it as general as I could, to emphasize that this is a skill that puts into practice that ability and not just being able to slide a sword horizontally.

You may need to think of what techs/powers you want to effect and go from there first. For example, if you have a fireball spell that you are planning to use it on, you should list it here and give a example of how when the fire ball hits the area of damage is larger As for the range on the splash, because of the wording, it just says targets which doesnt mean they have to be near the initial attack so I also think you're gonna have change it to say nearby and give a range on each splash damage just like you had asked.
